In the zone of the sea of the Callao there is artisan fishing activity, the product issold in small markets in the area with the consequent danger of diseasesgastrointestinales for the consumers, situation that could be reverted and improvedafter the implementation of the project. It is possible to not only consider in addition this project like the complementación tocleaning of the North zone of Lima, but also like part of the set of worksdestined to adjust one capital of almost 8 million inhabitants with projections to10 million in 2025.The marine contamination in the Bay of the Callao and the zone of unloading is recognizedlike a negative impact within the Environmental Plan of SEDAPAL 2006 - 2010. measurement of propose mitigación by the Company is the residual water derivationtowards the plant of Taboada treatment, and later to its treatment, the conductionout to sea through the submarine emissary. The analysis of environmental impact contemplates the biophysic and socioeconomic componentsin the stages of planning-construction and operation, as much of the plant of treatmentlike of the submarine emissary. The two more significant potential implications of this project consist ofimpact of the pen of dispersion on the marine ecosystem (biophysic effects andsocioeconomic) during the operation, and the reinstalación of the population of Pacific ofVilla during the phase of planning-construction.The other impacts during the construction are easily mitigables by means of measuresattenuation standards (erosion, sedimentation, noise, dust, road traffic, scents, betweenothers)It is important to indicate that the project, besides to create better conditions fortourism and the real estate market of the coastal zone, will benefit to several sectorsunderprivileged of the city, giving them access to its population to a recreational use withsmaller risks for the health.Studies detailed about some components are required to be able to advancemeasures of specific mitigación or compensation. In the next sections the environmental impacts are identified and evaluated potentialof the project during the phases of construction and operation. Next they are described ofsynthetic way more excellent the anticipated environmental implications.Environmental implications related to the planning-construction• Coastal and marine sedimentation and its effects on the aquatic fauna:− During the construction, the environmental impacts are related to the lossor degradation of the habitat originated by the sedimentation. This alteration ofhabitat during the installation of the marine emissary will be located, temporary andlimited zones little extended. Esteem that the direct influences oncommunities of bentos and fish will be quickly reversible.− It is anticipated that the sedimentation generated by the draining of the site ofconstruction of the treatment plant will be located and reversible and that it will havea slight impact on the aquatic fauna. According to the characteristics of the bentos,it anticipates unites fast recolonización of the altered zone.PROFILE: CONSTRUCTION OF THE PLANT OF RESIDUAL WATER TREATMENTTABOADA And SUBMARINE EMISSARY - DISTRICT And PROVINCE Of the CALLAO165• Use and economy: The project will have an important impact on the economythe premises. During the construction, one will be due to propose in priority the uses topopulation that lives in the proximity of the project.• Dust, noise, remainders of construction, security and hygiene:− Few receivers (population) in the proximity of the construction site exist. EIA will have to mention the standard measures of mitigación that will haveto implement the contractors to neutralize the annoyances as well asprocedures of environmental supervision of works for the same security ofthe population.− Norms and safety measures will also be implemented forworkers and the disposition of the remainders.• Transit: In the Study of Environmental Impact, one will be due to look for the best routesof access for the transport of material, or by land or navy, withintention to diminish the impacts on the population and the risks ofaccidents.• Archaeological rest: In the zone archaeological rest do not exist.• Protected or sensible zones: The site of the work is not a protected zone nora sensible zone. It lacks flora and fauna.• Acceptance and knowledge of the project: It is necessary that they are madeconsultations to the main actors in the project, as well as consultations and diffusionof information to the civil society during the EIA.Environmental implications related to the operation:• Effects on the public health:− The requirements in recreation areas, like beaches, are based onprevention of the contact between the pathogenic people and organisms, likeColiformes, that can be present when they are affected by residual water withouttreatment.− Also there are evidences of which the tifoidea and the hepatitis are trasmiten by seafoodoriginating of contaminated waters, these concentrate microbes, due tonatural filtration of great amounts of contaminated water.− The impact on the health is the same justification of the project, as much by contactdirect with the water, like by the ingestion of fish and seafood affected byfecales or total, parasitic concentrations of Coliformes or heavy metals.− In which it is related to the disposition of the remainders of the plant oftreatment, will be transferred to an authorized sanitary filling. The EIA will verifyas they are apt to receive them. As they are domestic remainders, they will not be requiredspecial nor particular measures for its transport and disposition.• Effects on the marine quality of the water and ecosystems: Studiesrecent they indicate that in places where great water volumes unloadresidual which they contain significant volumes of industrial remainders, the matterin particles it can cause negative impacts when being accumulated in sediments.PROFILE: CONSTRUCTION OF THE PLANT OF RESIDUAL WATER TREATMENTTABOADA And SUBMARINE EMISSARY - DISTRICT And PROVINCE Of the CALLAO166− Toxic substances: Probably the toxic substances that they can producenegative effects, are the soluble ones in fats of the body like DDT and PCB. analyses of the operation of the diffuser, show that the initial dilution would have to varyof between 112 and 350 to 1, determining a value average from 200 to 1. The dilutionit will substantially reduce the concentration of any toxic substance, at levelsbelow that they can cause damage. He is recommendable, nevertheless, continuous monitoreo for the control of the chemical substances.− Nutrientes/Plancton/Eutrofización: In the initial dilution the nutrients in the unloadingof the residual water like nitrogen and phosphorus, they will be reduced to concentrations avery low values; which, is going to prevent the possibility with an extensive production ofplancton and phenomena of eutrofización.The impact smaller than will be permanent, is the one that could exist in the zone ofit mixes of the unloading area; nevertheless the design must anticipate that the penshe will remain submerged, with the exception of short periods in the winter. Withoutembargo, the proportion of the dilution will have to cause that this one impact isinsignificant.• Effects on the aquatic fauna and the fishing: The artisan fishing representsmain economic activity in the zone. Studies are being made at the momentadditional of bathymetry, currents, quality of sediments and quality of the waterin order to determine the characteristics of the diffuser, the pen of dilution and the zone ofit mixes (with modeling). These data will allow the evaluation of the impacts ofefluente on the average sailor. Nevertheless, besides to advance the cleaningof coastal waters and therefore of the contamination of the seafood and bivalvosthat they are fished in the zone, a recovery of several marinocosteras areas is anticipatedat the moment contaminated (among others in the Chira or the Bay ofMiraflores), with potential to develop acuicultura projects.• Effects on the local economy: The advance effects on the economythe premises are highly positive since the project would allow the improvement ofquality of beaches of the coast, which influences in an economic revaluation ofthe lands, tourist advantage and direct and indirect creation of useslike result of the investments.Measures of Mitigación• Quality of Water: The awaited impact is positive, by the preliminary treatmentadvanced in which it is hoped to retain the 100% of heavy solids, greasy andoils by means of grates, desarenadores and use of micro grates diminishing in10% the DBO.• Quality of the air: Adjustment of the project to Environmental Gui'a for works ofconstruction (environmental clauses)• Contamination aquatic fauna: It is required to elaborate a sampling programin the plan of handling of the EIA to make the pursuit of the bioacumuladores organismsand its transport to traverse the nutritional chain towards the fish.• Fishing: The improvement of quality of the water supposes a beneficial impact forseafood, fish and other species commercially important in the stage ofoperation. During the construction the fishing area will be due to restrict.PROFILE: CONSTRUCTION OF THE PLANT OF RESIDUAL WATER TREATMENTTABOADA And SUBMARINE EMISSARY - DISTRICT And PROVINCE Of the CALLAO167• Tourism and recreation: The zone of construction of the plant and the emissary noit has visit of veraneantes. In the operation stage the effect is extremelypositive, since the beach of the Callao will be in conditions for beingvisited.• Archaeological patrimony and points of interest: To delimit the intangible area andon the base of this demarcation, to ask for INC. the emission of a certificate. To physically delimit the area.• SEDAPAL: Technical qualification of its personnel for the pursuit of the planenvironmental and institutional fortification.• Population:− Elaboration of a Plan of Reinstalación and Compensacio'n arranged withaffected population;• Health: It is obvious that the project will have a positive impact on the health ofpopulation. Therefore, the environmental evaluation will be limited to review the present oneprogram of environmental pursuit of marine and coastal watersimplemented by INGESA and to propose improvements if outside necessary.• Sonic climate: Application of standard measures for noise reduction.• Uses: To thus favor the hiring of the people bordering to the projectlike that they will be reasentados and to make publicity on the project.• Earth use: To coordinate with the Mayorship, to inform and to consult withpopulation. On the other hand, the Plan will be based on the following principles demanded byinternational organisms of financing:• Communitarian Participation: the preferences of the populations that will becollected during the consultations, they will be taken in consideration duringall the process of planning as well as during the implantation of the project. In addition, the recognition of specific the cultural and legal aspects toPeru will be integrated to the Plan.• Resolution friendly and opened of the controversies or conflicts: population will participate in the planning of the Plan and also they will participateintegrally during the implantation of the project.• Pursuit in continuous: SEDAPAL will have to restore a system ofcontrol and pursuit in order to be always in measurement to identifyany problem on time and to solve it more soon possible.PROFILE: CONSTRUCTION OF THE PLANT OF RESIDUAL WATER TREATMENTTABOADA And SUBMARINE EMISSARY - DISTRICT And PROVINCE Of the CALLAO1683,10 Selection of AlternativesIn order to select the best alternative, one has considered the results ofSocial evaluation, Analysis of Sensitivity, Sustainability and Environmental impact. From the results of the Social Evaluation for the Costo/Efectividad componentit has selected alternative 2, to have the indicating minor of Costo/Efectividad (IT HOISTS)The results of the indicators of evaluation for the selection of the alternative forresidual water component is in the following picture:Picture No. 3.59Own Elaboration3,11 FinancingThe financing of the Project “Construcción of Planta de Tratamiento de AguasResidual Taboada, district and province of the Callao” it has been projected fromcosts of investment to private prices analyzed by SEDAPAL.The Studies programmed Previos and Consultorias in 2006 and 2007 will financewith own resources and they will be in charge of SEDAPAL, the Definitive Study and the Executionof Obra they will be in charge of PRO INVESTMENT.The total amount of the project to finance promotes to S/. 1,101’438,631 (USS 333’769,282),project will be financed with external credits.
